Our Mission
Reform the Bureau (RTB) is a nationwide group of former and currently active Federal Bureau of Investigation (FBI) Special Agents committed to restoring the FBI to its core mission: protecting the public, fighting crime, and upholding the rule of law. RTB believes that a country cannot maintain ordered liberty without a highly capable, non-partisan, and legally compliant federal law enforcement agency that earns and retains the public's trust. RTB’s mission is to provide recommendations to U.S. policymakers to return the FBI to a merit-based law enforcement organization focused on protecting the public, fighting crime, and upholding the rule of law.
About Us
As the FBI has veered away from its core mission over time, perhaps no one has been more devastated than the men and women of the FBI who devoted and risked their lives alongside other law enforcement partners in service of our country as FBI Special Agents. Once revered as the world’s premier law enforcement agency, the FBI has gradually become an agency that many citizens view as ineffective, corrupted, and weaponized. This is a big problem, not only for the FBI, but for our country. In response, a group of retired agents formed RTB, an association of retired and active federal law enforcement professionals committed to reforming the FBI and returning it to its founding mission: protecting the public, fighting crime, and upholding the rule of law. We believe that a strong FBI, rooted in meritocracy and ethical integrity, and trusted by citizens as fair and impartial arbiters of justice, is essential to the safety and prosperity of our nation.
RTB advocates for meaningful, nonpartisan reforms, grounded in decades of law enforcement experience, to drive meaningful change at the FBI. By restoring trust in the Bureau and holding it to its highest standards, we aim to make American families safer, foster a fair business environment, and rebuild global respect for the FBI as a model of justice and accountability.
"RTB," or "Return to Base," is a phrase commonly used by FBI Special Agents in radio communications at the conclusion of an operation. It signifies that the agents have returned safely from a dangerous task, a tactical operation, or a location where they faced harm on behalf of the American public. RTB means they are now safe from criminals, terrorists, and danger, allowing them to return to their families and normal lives. It can also be a directive from command, advising Special Agents to come back to a secure haven. Beyond its operational meaning, RTB also symbolizes a "Return to Base" or basics in managing FBI investigations, programs, and personnel—a return to normalcy and the core processes of the Bureau. Ultimately, RTB represents more than a physical return; it embodies a renewed commitment to the values and principles that define the FBI—integrity, accountability, and excellence—ensuring the organization remains a trusted institution for generations to come.
